NLM's Unified Medical Language System (UMLS®) - its purpose is to facilitate the development of computer systems that behave as if they "understand" the meaning of the language of biomedicine and health.
NLM's Metathesaurus is a very large, multi-purpose, and multi-lingual vocabulary database that contains information about biomedical and health related concepts, their various names, and the relationships among them.
NLM's Semantic Network consists of (1) a set of broad subject categories, or Semantic Types, that provide a consistent categorization of all concepts represented in the UMLS Metathesaurus®, and (2) a set of useful and important relationships, or Semantic Relations, that exist between Semantic Types.

On the issue of health information, privacy, and public records law,  
A 17 Mar 2006 Ohio Supreme Court decision in State ex rel. Cincinnati Enquirer v. Daniels holds that
(1) HIPAA prohibits release of certain records EXCEPT where mandated by any other law and
(2) Ohio's open records law requires that public records be open unless there is a specific exemption.
